Few people knew 988, and fewer trusted it.
Before launch, a state survey found only 21% of Oregonians were familiar with 988. Most weren’t sure what would happen if they called. Would their privacy be protected? Was what they were going through “serious enough”? The campaign had to answer those questions without adding to anyone’s stress.

Hope-centered, shaped by community voices.
Leaders from the communities most affected guided the work through interviews, focus groups and advisory circles. The creative leaned on privacy, trained counselors and free access. It showed a range of everyday situations, so 988 felt like it was for everyone: in a crisis, for emotional well-being, for substance use, and for anyone worried about someone they love.
This one sits on the calmer side: warm, steady color and plain language, because the audience might be having the worst day of their life.
